We own this city, on the other hand, would be more of a comedy than drama. How else could you explain the many sins committed by the Gun Trace Task Force men as they attempted to shake people under their masks? On their way to pick up pizza, they pull over a man. They organize a 'Take Your Child to Work Day.' This amounts to an armed burglary. They arrive late at work and get overtime payments of thousands of dollars. Wayne Jenkins is their ringleader and pretends to work for the US Attorney's Office to arrest an inmate. These developments can easily be used as jokes. The show's greatest strength, I think, is refusing to do so—treating these ridiculous developments at he grievous crimes against American citizens that they really are.

We Owner This City has a deeper problem. This is a problem that goes beyond its strengths as an agitprop, or institution critique. It's all on display this week. Dramatically, We Owner This City is missing characters.

There are many people at the show. Some of them might be names that you can remember for weeks. The vast majority can be divided into two groups: exposition recipients and exposition givers.

Many of the show's most prominent roles—investigators Sieracki, Jensen, and Wise; DOJ employees Steele and Jackson—fall into the latter category; their role is simply to interview or interrogate other people about what the hell is going on, so that we in the audience can learn.

There's also the other group, the exposition-givers. Gondo, Rayam, and Ward are corrupt cops. They also have power figures like the mayor or chief of police. Treat Williams's officer-turned-professor Brian Grabler is one example.

Each half of the equation is essentially inert. Although Jensen may occasionally show some human interest, such as Jensen playing the flute (Sieracki predictably asks her if Jethro Tull is her favorite musician), the majority of these people are living, breathing Wikipedia articles and Baltimore Sun research. These people don't work the same way as characters in dramas, they are constantly changing and growing.

These qualities are only available to a select few characters on the series. Wayne Jenkins is most prominent, and the episodes are always alive when Wayne appears onscreen, blasting Geto Boys from his patrol car, or testing young officers' willingness to violate the rules. The kid replies, "Fuck No", and he is thrown out of the team.

Hersl, Jenkins's colleague and a legendarily brutal cop in his own right, is another possible exception—a dark folk hero, a reverse Robin Hood who steals from the poor to give to himself. Sean Suiter is the honest cop, who benefits greatly from Jamie Hector’s magnetic screen presence. Suiter and Jenkins are bound to have a major fight before the end, if there is any justice.

Unfortunately, justice is not served in this world and Jenkins' and Suiters fates have been written in stone. They would have been more memorable if the television series that starred them had given them an environment where they could thrive, rather than just rifling over talking points.

There's also the question of how far these talking points can go. Grabler, the scholar cop claims everything has changed when the term "war on drugs" was used. This made police appear as an aggressive colonizing force fighting the citizens they are supposed to be protecting. Take a look at how cops behaved before the War on Drugs. You would think that the Newark cops who were hammering heads in Selma and Newark were supporting the people. No! Why then would George Pelecanos and David Simon say that? You will believe them, or you lying eyes.
